TAMPA, Fla. (WFLA) — Prosecutors are asking a judge in Florida to keep a driver jailed without bond ahead of his trial after he was charged with killing four people and injuring over a dozen more over the weekend.

Silas Sampson, 22, was accused of fleeing police and speeding down a Tampa neighborhood’s main drag, where he drove onto the sidewalk and plowed into a crowded bar patio.

In a motion for pretrial detention filed Sunday, prosecutors laid out a timeline of what occurred in the roughly seven-minute period when law enforcement followed the suspect before the crash.

November 8 – 12:39 a.m.

A Tampa Police Department helicopter spotted a silver 2019 Toyota Camry, referred to as the “suspect vehicle,” driving south on Interstate 275 near Dr. Martin Luther King Jr. Boulevard.

The Camry “was observed driving in a reckless and erratic manner,” prosecutors said. It exited the interstate onto Doyle Carlton Drive, then turned east onto Palm Avenue and began heading toward Nebraska Avenue.

12:44:34 a.m.

The helicopter crew alerted TPD and Florida Highway Patrol troopers to the situation, stating that the Camry was “street racing on the highway.”

12:45:01 a.m.

The Camry passed two marked FHP vehicles and a marked TPD vehicle, which were driving in the opposite direction on Nebraska Avenue. All three vehicles turned around and began following the suspect, who was heading south.

At least one of the FHP troopers – but not the TPD officer – turned on their lights and sirens in an attempt to stop the Camry.

12:45:15 a.m.

The Camry veered into the turn lane at the intersection of Nebraska Avenue and 7th Avenue, and then turned left, heading eastbound onto 7th Avenue.

The intersection is about two blocks west of the Ybor City gateway at Nuccio Parkway.

12:45:25 a.m.

FHP Trooper A. Carrasco, with lights and sirens activated, began to pursue the Camry eastbound on 7th Avenue.

The trooper attempted a PIT maneuver near the intersection of 7th Avenue and Henderson Avenue, but it was unsuccessful. The chase continued in the direction of Nuccio Parkway.

12:45:40 a.m.

The trooper ended the pursuit at the intersection of 7th Avenue and Nuccio Parkway, where the Ybor City gateway is located, “due to heavy pedestrian traffic further ahead on 7th Avenue.”

The FHP troopers and TPD officer lost sight of the Camry as it headed down 7th Avenue into the heart of Ybor City.

12:46:10 a.m.

At the intersection with 15th Street, a light-colored Jeep travelling west on 7th Avenue turned left in front of the Camry.

The Camry entered the opposing westbound lane of traffic, struck a westbound Mazda, and then drove onto the sidewalk in front of the Copper Shaker. Security camera video from the bar, provided to WFLA, captured the car colliding with multiple people on the sidewalk.

“The suspect vehicle struck several pedestrians walking along the sidewalk and hurled their bodies in the direction of an outdoor seating area at Bradley’s,” court documents said. Bradley’s is a bar located next to the Copper Shaker.

12:46:11 a.m.

Security camera footage from Bradley’s showed the car hitting about a dozen people sitting on the patio.

“Bradley’s surveillance video depicts at least two individuals flying through the air, with one individual hitting the ceiling of Bradley’s outdoor seating area and the other colliding with the exterior wall of Bradley’s on the far side of the outdoor seating area,” court documents said.

Arrest and aftermath

Footage from Bradley’s showed Sampson exiting the Camry. Two TPD officers, who “responded within seconds,” tried to detain him. The driver was accused of attempting to flee the area and was arrested. A gun fell out of his waistband during the arrest.

“While in custody, (Sampson) made spontaneous statements, including admitting that he ‘made a mistake,’ asking how many people he killed, and saying ‘just get me to the jail’ so he could ‘go and sit for a few months’,” the motion said.

He showed “multiple indicators of potential impairment,” according to law enforcement. These included an odor of alcohol, unsteadiness, slurred speech and bloodshot, watery eyes.

The driver refused to voluntarily provide a blood sample. A sample was obtained via search warrant at around 3:30 a.m. and is pending analysis.

Four people died and 13 others were injured in the crash. Sampson was charged with four felony counts of vehicular homicide and four felony counts of aggravated fleeing with serious bodily injury.

A judge will determine whether Sampson will be held without bond ahead of his trial in a hearing on Thursday.
