(The Hill) – A majority of Americans disapprove of President Trump’s handling of the economy, marking his lowest approval rating since 2017 during his first term, according to a new survey.

The Fox News poll, released Wednesday, found that 38 percent approve while 61 percent disapprove of Trump’s economic policies. Overall, 76 percent of respondents had a negative view of the state of the U.S. economy.

In July, that number was at 67 percent, a previous Fox News poll found.

Voters largely blame their dim economic outlook on Trump rather than former President Biden, the survey noted.

On the other side, roughly 15 percent said the president’s economic policies have helped the economy.

“And three times as many [at 46 percent] say Trump’s economic policies have hurt them (they said the same about Biden’s last year),” the pollsters added. “Plus, approval of how Trump is handling the economy hit a new low, and disapproval of his overall job performance hit record highs among core supporters.”

When asked which of the last two presidents is responsible for current economic uncertainty amid rising prices and inflation, 62 percent of registered voters said Trump while 32 percent said Biden.

Democrats mostly blamed the president at 81 percent, but the gap is smaller among Republicans. GOP voters blame the former president for the current economy, at 53 percent, but 42 percent said Trump was responsible for the current state of the economy, the data shows.

Voters overwhelmingly said economic conditions were “only fair” or “poor” at 76 percent, while 18 percent said inflation is “completely” or “mostly” under control, per the poll.

Trump continues to see widespread support on his overall job performance among Republicans, but at 86 percent, it is down from the 92 percent of support he garnered in March. Across the spectrum, 41 percent of Americans approve of the president’s job performance, with 58 percent not in favor of how he has handled the presidency in his second term, the survey found.

Looking at their own financial situation, 60 percent of voters said it is “not so good” or “poor,” whereas 40 percent said the state of their personal finances is “good” or “excellent.” On affordability — a major issue following the government shutdown and after Democrats netted key wins in the 2025 election — pollsters found that 60 percent of Americans believe the cost of groceries has “increased a lot” over the past year.

“The situation isn’t complicated,” GOP pollster Daron Shaw, who led the Fox News Poll alongside Democrat Chris Anderson, told the cable network. “People are struggling to afford necessities and blaming those in charge.”

He added, “What’s interesting is watching Democrats gain politically from a problem they arguably caused — and that crushed them in 2024. But that’s politics.”

The Fox News poll was conducted between Nov. 14-17 among 1,005 people and has a margin of error of plus or minus 3 percentage points.
