(NewsNation) — Former Corpus Christi Police Sgt. John Houston was the first law enforcement officer on the scene of Tejano superstar Selena Quintanilla-Pérez‘s 1995 murder.

Yolanda Saldívar, 64, officially filed for parole in January, after nearly three decades behind bars for the singer’s shooting death.

In an exclusive interview on NewsNation’s “Banfield,” Houston said he does not believe Saldívar should be granted parole “at this time.”

“I think she needs to do her time, and maybe someday she’ll tell the truth,” Houston said. “And she’ll take responsibility for what she did, because I don’t think she did at the time.”

Saldívar, at one point the president of Selena’s fan club, shot and killed the 23-year-old March 31, 1995, at a motel in Corpus Christi, Texas, during an argument. The conflict came in the wake of the Quintanilla family accusing Saldívar of embezzling money from the singer’s fan club and boutiques.

Houston was part of the hourslong standoff with Saldívar following the shooting, during which he said “she had a loaded gun” in her car.

“She had the hammer pulled back, she had it up against her head, she made comments about the father hating her,” Houston said. “She made comments about, ‘He made it do it. He made me shoot her.'”

Those comments, Houston said, show an intent to harm, even if killing wasn’t the ultimate goal: “You know, to me, that’s that’s not a remorseful person.”

He also points to Saldívar’s inaction when it came to helping Selena, noting that she ran away following the shooting rather than call 911.

“For nine hours, you have a long time to create a story,” Houston said, referencing the standoff. “In 30 years, you can even create a better one.”
