Connecticut man accused of violent sex trafficking across state

EAST HARTFORD, Conn. (WTNH) — A New Britain man was arrested on human trafficking charges after allegedly threatening women into working for him across the state and paying them with narcotics.

The investigation began around February 2024 due to “suspicious activity” regarding commercial sex and/or drug activity at a home on Phelps Street in East Hartford.

An investigation found that 34-year-old Allen D. Lozada was allegedly using the home at the time for human trafficking and the distribution of controlled substances, according to the arrest warrant.

Between February 2024 and May 2025, East Hartford incident reports documented several female residents in the home, one of whom said that Lozada was trafficking at least one of the other females.

A witness who was associated with the Phelps Street home and who knew Lozada personally told police that ongoing commercial sex activity had been occurring in the house since December 2024 and up until July 2025, according to an arrest warrant.

The arrest warrant states that Lozada moved two victims from the home in East Hartford to another home on Goose Hill Road in Chester for the same purpose of commercial sex.

According to witness testimony stated in the arrest warrant, Lozada had moved the victims because he believed the “feds” were onto him.

Two of the victims had been observed posting advertisements for sexual services on an online prostitution website. Lozada found some of the victims on this website, began selling drugs to them, and then forced them to work for him and provide him with all proceeds, according to cellphone records shown in the arrest warrant.

According to victim testimony in the arrest warrant, Lozada maintained control through threats and violence, including threats of death.

One of the victims was beaten to the point of having to go to the hospital for treatment over a $7 debt, according to the arrest warrant. The victim’s medical record showed bruises and cigarette burns, among other reported injuries.

Two of the victims both maintained direct communication with Lozada as they offered their services online, according to the arrest warrant.

CashApp records show that payments received by one of the victims for suspected sexual services were immediately transferred to Lozada’s account between November 2024 and January 2025.

A search warrant was granted for Lozada and his vehicle, allowing police to pull him over and search his vehicle in September 2025. Four phones and an iPad were seized during the search, at least one of which was allegedly used by the victims for commercial sex.

According to the arrest warrant, the third victim stated that Lozada began selling her drugs before forcing her into sex work. She additionally stated that Lozada had been trafficking six women total. The arrest warrant states that he collected all earnings while paying the women back with fentanyl.

The victims had worked across the state, including in New London, Hartford and New Haven counties.

Both the East Hartford Police Department and Connecticut State Police Statewide Organized Crime Investigative Task Force (SOCITF) conducted the investigation.

The arrest warrant charges Lozada with three counts of trafficking in persons, two counts of coercion, two counts of second-degree assault and second-degree criminal mischief.
