Trolley driver moves ambulance with patients inside: Police

EL RENO, Okla. (KFOR) — An Oklahoma husband is very upset with something that was caught on camera.

A parked ambulance began moving while he, his wife, and paramedics were in the back.

“They had just put the IV in her arm when suddenly the ambulance moved about 6 to 8 feet, suddenly, I mean fast,” Kevin Rooks said. “I mean, it knocked one of the paramedics down.”

It was a scary ordeal that turned frightening for this El Reno couple.

Rooks says his wife was about to be taken to the hospital when the driver of the El Reno Trolley got out, hopped in the front seat of the ambulance, and moved it several feet.

“We get out and there’s two ladies and one man out outside,” Rooks said. “I assumed it was one lady because the man was the driver of the trolley here in El Reno. So, the man says, no, it was me, and he’s laughing as if he did something humorous.”

El Reno Police told NewsNation local affiliate KFOR the following happened.

On 09/06/2025 at approximately 2:12pm, El Reno emergency medical personnel requested El Reno police officers to respond to the Intrada Apartments located at 319 S. Grand Ave. to assist with a subject who had taken actual physical control of an occupied ambulance while emergency medical crews were present and actively assisting a patient. Upon arrival, officers learned the operator of the El Reno Heritage Express had intentionally moved the ambulance a short distance without the consent of the medical crew. The alleged justification for this action was because the parked ambulance was obstructing the trolly (sic) tracks.

Upon completion of the investigation charges of Unauthorized Use of a Motor Vehicle and Interfering with Medical Personnel were presented to the district attorney’s office for further consideration and disposition.

Rooks wasn’t happy with what happened.

“So, imagine if they were putting the needle in when you move the car, when you move the ambulance, could have been a lot worse,” Rooks said.

KFOR is not naming the trolley driver as no arrest have been made, and no charges have been filed for now.

Rooks says he wants the trolley driver to be held accountable.

“We’re sitting in the front and certainly here comes a trolley and the guy points to us and waves as if taunting, as if to say, you know, hey, I’m untouchable or something like that,” Rooks said. “What I would like to see is simply this man losing his job.”

El Reno Police tell us they have presented charges to the Canadian County DA’s Office, including unauthorized use of a motor vehicle and interfering with medical personnel.
